The design principles behind the transformation

The AI-native process wasn't found by asking where AI could help. It follows from the principles of CLAIR, Astraterra's method for constraint-led AI redesign, applied in order.

  1. Start from the constraint

The file spent 81% of its 140 days waiting. The constraint was the queues between teams, not the speed of any task, which is why adding AI to every step saved only 18 days.

  2. Remove the handoffs

Every handoff was a queue. A living case file replaces a file passed between desks, and one program team, supported by AI agents, works it. Checking completeness at submission ends the first rework loop.

  3. Design around the decision

The eligibility, technical, fiduciary and financial checks exist to inform one funding decision. They run in parallel and merge into a single draft, instead of waiting their turn.

  4. Let risk set the effort

Most files take the direct path. Higher-risk files get a specialist's review up front, rather than every file waiting for a monthly committee.

  5. Cap autonomy at accountability

Agents prepare and people decide. Every agent output and human decision is logged, and accountability stays with the delegated authority.

  6. Measure by design, bank what is realized

Results reporting feeds back into risk scoring and program design. The gain counts once it shows in operation, not when the new process is drawn.
